Keys are issued by the desk, not from this page.
There is no self-serve signup. After the paper agreement is signed, the partner desk mails a key and a short integration note. Signed requests use this hostname. Unsigned traffic receives the same public pages you see now.

Base URL for partner software is this host over HTTPS. The desk will not publish a second public hostname for the same agreement.
